A traffic light monitoring apparatus is configured to monitor at least two traffic lights 1, 1’ in a temporary traffic light system. The monitoring apparatus 8 includes for each traffic light a red light sensor 5, 5’ associated with the red light of the traffic light, a green light sensor 6, 6’ associated with the green light of the traffic light and a motion sensor 7, 7’. The monitoring apparatus includes a processor 8 connected to the sensors for receipt of processor output signals, a data recorder connected to the processor for receipt of processor output signals and a power source. The motion sensor may be a LIDAR. The light sensors may be photodiodes, mounted in an opaque housing having a light inlet. The processor may indicate that no lights are showing, two lights stuck on green or a stuck activation signal. The intention is to have a more reliable detection of traffic light failure or traffic light conflict.
