A method for developing restraint device deployment timings includes selecting a first restraint device as a reference device 405, determining a deployment time range for the first restraint device 410, selecting a second restraint device 420, and determining a deployment time range for the second restraint device relative to the deployment time range of the first restraint device 425. A table for the deployment time ranges of the two or more device may be subsequently uploaded to a host vehicle. Each range of timing may include a minimum deployment time, maximum deployment time, and a target deployment time. Passenger and collision characteristics may be taken into account when determining the time ranges, said collision characteristics representing one of several types of collision such as a rigid barrier collision, vehicle-vehicle collision, high speed collision etc. The restraint devices may include an airbag and a seatbelt pretensioner.
