A method for retracting slack in a webbing 50 associated with a seat 20 in a vehicle by actuating a seatbelt retractor 42, concurrently, the occupancy of the seat is measured from data obtained from one or more seat sensors. Additionally, the method may respond to receiving an indication that a vehicle is approaching a geofence boundary. A plurality of sensors may include a seatbelt payout sensor 60, a seat position sensor 40 or a seatbelt buckle sensor 62. Data from one or more of said sensors associated with the seat; may using the data, determine whether an occupant occupies the seat; and when no occupant occupies the seat, then transmit an instruction to stop the vehicle. The invention may comprise a computer for performing the aforementioned method. Another aspect of invention is a computer comprising a processor, memory for storing instruction executable by the processor. The instruction comprise responding to a geofence boundary, retracting slack in the seatbelt webbing, determine occupancy and transmit an instruction to stop vehicle.
