An arrangement for transferring energy from a primary unit conductor arrangement 1 by a magnetic or an electromagnetic (EM) field to a secondary unit receiving conductor 11, in which the field induces an electric voltage. The arrangement comprises a first layer 3 having the primary unit conductor arrangement and a second layer 5 located on a back side of the first layer which is opposite to a front side of the first layer on which the field is transferred during operation to the secondary unit receiving conductor. The second layer is made of a constituent material comprising magnetic and/or magnetisable particles (e.g. ferromagnetic particles) dispersed within the constituent material (e.g. concrete). The secondary unit receiving conductor may also be disposed within a first layer, wherein a second layer of constituent material with magnetic/magnetisable particles dispersed therein is located on a back side of the first layer. An electric current may be conducted through the conductor arrangement before the constituent material of the second layer has hardened or cured, in order to create a magnetic and/or magnetisable structure of the magnetic/magnetisable particles within the constituent material. The primary unit conductor arrangement may be incorporated into a track or roadway for vehicles.
