Brackets 11 suitable for mounting on the stern of a boat support vertically aligned blades 12 capable of rotating about a vertical axis Y and may be mounted to the boat in pairs. Fins 20 may be in the shape of a hydrofoil and are arranged horizontally and attached at one end 20a to the vertical blades. The fins can rotate about a horizontal axis X. Rotating the fins about axis X to alter their angle of attack through the water, whilst remaining substantially normal to the direction of travel, provides an upward or downward force to the boat affecting the trim and heel angles and reducing roll and pitch motion when moving through the water. Rotating the blades to and fro about axis Y whilst changing the angle of attack of the fins can stabilise the boat when stationary.
