A system is provided wherein a first vehicle 10b is detected in a first lane 42, a first vehicle trajectory is planned for the first vehicle 10b to be placed in a queue in the first lane 42 and to transition from the first lane 42 to an adjacent second lane 40, based upon at least one determined characteristic of the first vehicle 10b and on a trajectory of a second vehicle 10a, and the first vehicle 10b is controlled according to the first vehicle trajectory. The characteristic may be the identity, acceleration capability, destination or and/or status of the first vehicle, and the second vehicle 10 may also be detected in the second lane 40. The first vehicle 10b may be capable of both a semi-autonomous and fully autonomous modes of operation. Also provided is an apparatus for controlling the ingress start time of the first vehicle 10b from the first lane 42 to the second lane 40, based upon a first vehicle geolocation, roadway infrastructure network data, and a second vehicle trajectory.
