One or more perception sensors such as a camera are configured to generate perception data about a region near a vehicle, and this data is then used by an attribute component to detect one or more environmental attributes. Using these attributes, a speed limit is estimated and provided, by a notification component, to the vehicles automated driving system or driver assistance system. The environmental attributes may be a number or width of lanes, lane markings, rumble strips, road curvature, or a presence of parked cars or buildings. Also provided is a method of machine learning of speed limits whereby environmental attributes are associated with an arbitrated speed limit within an estimation model, which may be used to determine a high-confidence speed limit. The arbitrated speed limit may be received in data from a third party such as a road sign, stored map data or communications received from outside the vehicle.
