A sacrificial element, for example a strap (16, Figure 2) is removable from a motor vehicle body panel (2, Figure 2) during assembly of a vehicle body using a cutter tool 1 having a pair of cutter wheels 4, 5 defining a cutter gap 6 therebetween. Cutter tool 4, 5 is moveable using positioning means (R, Figure 2) to align cutter gap 6 with the sacrificial element, most preferably with the element received in gap 6, and to move cutter wheels 4, 5 relative to the sacrificial element. Engagement of cutter wheels 3, 4 with the sacrificial element causes cutter wheels to rotate and cut the element. Cutter wheels 4, 5 preferably have parallel rotation axes and are preferably geared to rotate in opposite directions. A pair of grippers 9, 10 on pivotable arms 11, 12 may grip the sacrificial element. The positioning means R may be an articulated robotic arm or other manipulator, and may retract tool 1 after cutting is complete.
