A wave energy harvesting system includes a plurality of unmoored, floating, self-propelled wave energy converters 57, 58, 71 with remote navigational control. Each wave energy converter include an electrolyser to generate Hydrogen using the electricity generated. The converters store Hydrogen in tanks, and can off-load it to a transport ship 75 or to a platform 74. The converters may be able to supply Hydrogen to a water-borne drone. The wave energy converters may transmit operational data wirelessly to the Hydrogen off-loading ship, and the plurality of converters may be configured to translate about a shared or common course.
