Disclosed are an experimental device and method for marine liquid level measurement and ship balance control. The experimental device comprises a water inlet pump (1), a liquid level sensor (2), a left-side transverse compartment (3), a water pipe (4), an electromagnetic valve (5), a ballast compartment body (6), a right-side transverse compartment (7), a water outlet pump (8), a simulation water tank (9), and ballast compartments (10), wherein twelve ballast compartments (10) are provided and include a first to a twelfth ballast compartment (10); the ballast compartments (10) are symmetrically distributed on two sides on the whole; the first and second ballast compartments (10) are device heeling adjustment main compartments, and are designed to be 600 mm in length and 450 mm in width; the third and fourth ballast compartments (10) are device trim adjustment main compartments, and are 600 mm in length and 300 mm in width; and the other eight ballast compartments (10) are fine adjustment compartments, and are designed to be equal in area, with the area of the main compartment being greater than that of the fine adjustment compartment. The present invention provides an experimental device which can simulate actual ship ballast compartments, and a valve control method therefor, thereby achieving the external allocation of ballast water and reducing the balance adjustment time.
