Provided is an air-conditioning ventilation system for a railroad vehicle such that the temperature distribution in the passenger compartment is made uniform while suppressing the wind speed at passenger seats in a heating mode. The present invention comprises a duct configuration, an opening, and an air-conditioning control device, such that: in heating mode, a circulation fan 21 in an air conditioner is stopped so that only the air drawn in from outside the vehicle is heated and blown out to the passenger compartment through a first duct that connects the passenger compartment and the air supply portion of the circulation fan 21; in cooling mode, the circulation fan 21 is operated so that the air drawn in from outside the vehicle and the air drawn in from the passenger compartment through the first duct are cooled and blown out to the passenger compartment through a second duct that connects the passenger compartment and the exhaust portion of the circulation fan 21; and in both the cooling mode and the heating mode, the ventilation fan 26 is operated so that air is exhausted from below the passenger compartment.
