A locking assembly comprising a transmission mechanism 100, lock bolt mechanism (200, fig.1). The transmission mechanism includes a handle seat 111 with a spindle aperture, located within a rotating block 112. The transmission mechanism further having a linkage plate 131 driven by a cylinder lock 132. Located under the rotating block is a limit seat (140, fig.1). Preferably the radial slots are in the handle seat, rotating block and limit seat; in the slots are radially movable push block 117, unlocking block/pin 119 with lock bar/pin 120. The push block is spring biased outwardly against the rotating block. The aperture in the limit seat may align with an aperture in the rotating block. In the locked state the lock bar/pin 120 protrudes from the rotating seat and locks the handle in the up position. Rotating the linkage plate moves the lock bar and unlocking pin into the rotating block and allows rotation of the handle
