The joiner 20 is used to connect rails 16 in a fence. The joiner is adapted to be inserted into an end of a hollow rail. The joiner includes a pair of legs 26 which define an aperture 28 suitable for accepting a picket 18 or a board, the legs may define an open end. The rail has a hole 40 which aligns with the aperture such that a picket or board can be inserted through the rail and joiner, and the joiner is then locked in place. Also claimed is a fence comprising rails, posts and pickets or a board with the joiner as defined. The joiner may include a locking device for prevention of removing the picket vertically from the joiner.
