The structure has a pump control device determining an operational speed change position. The device calculates spacing between a target operational position of an oscillating plate of a pump and a real operational position based on the target operational position of the plate and information. The device determines a target operational speed of the plate of the pump. The device controls the pump such that a hydrostatic type continuously variable speed changing device is actuated towards a target operational speed change position and at the target operational speed. An independent claim is also included for a method for controlling the speed of an industrial vehicle.
