The present invention comprises: a plurality of measurement means for measuring the movement of passengers in each car of a train including a plurality of connected cars; and an abnormality detection means for comparing a measurement value of each of the plurality of measurement means with an abnormality determination value, and detects that an abnormality has occurred in the train, when the measurement value of at least one of the plurality of measurement means exceeds a range of the abnormality determination value.
