Disclosed are an elevator controller and an elevator. The elevator controller includes a safety control circuit (10), a safety brake circuit (SBC) and/or a safety torque off circuit (STO). An input end of the safety control circuit (10) is connected to an elevator safety loop. An output end of the safety control circuit (10) is connected to an input end of the safety brake circuit (SBC) and/or an input end of the safety torque off circuit (STO). The safety loop is powered by a high-voltage power supply, and the safety control circuit (10) is provided between the safety loop and a low-voltage motor control circuit (30) to provide the power signal or the control signal for the low-voltage motor control circuit (30) and to provide low-voltage power to the low-voltage motor based on the power signal or the control signal.
