This disclosure provides a vehicle thermal management system and a vehicle thermal management method, wherein the system includes an air-conditioning refrigerating-heating loop, a battery thermal management loop, an electric-drive thermal management loop, a battery cooler, and a thermoelectric heat exchanger. The battery cooler is arranged between the air-conditioning refrigerating-heating loop and the battery thermal management loop, the thermoelectric heat exchanger is disposed between the battery thermal management loop and the electric-drive coolant main path of the electric-drive thermal management loop, to regulate the heat transferring state of the coolant between the battery thermal management loop and the electric-drive thermal management loop. The electric-drive thermal management loop further includes a heat-dissipation bypass and an electric-drive-flow-path switch component, and a loop is formed after the electric-drive coolant main path selectively communicates with the heat-dissipation main path or the heat-dissipation bypass by the electric-drive-flow-path switch component. This solution provides a thermoelectric heat exchanger to absorb heat in the electric drive assembly, the battery and the environment such that the compressor will not stop operating due to frost. Further, the heat-dissipation bypass can prevent the heat generated by the electric drive assembly from being transferred to the environment to thus cause a waste.
