Apparatus and methods for cleaning and/or inhibiting the formation of biofouling from wetted and/or underwater surfaces of a nautical vessel or of an underwater structure comprising an inlet for admitting ambient water into a conduit for conducting the ambient water so as to flow between at least two electrodes of a plasma discharge generator, the plasma discharge generator being adapted to form a plasma between the at least two electrodes to thereby generate a flow of plasma-activated water, and at least one outlet for receiving the flow of plasma-activated water and adapted and/or configured to discharge plasma-activated water into the ambient water so that the plasma-activated water spreads over the wetted and/or underwater surfaces of the vessel.
