A method of detecting occupants within a vehicle includes receiving camera data and thermal data. The camera data is analyzed over at least a first duration of time to detect one or more camera-based objects. The thermal data is analyzed over at least a second duration of time greater than the first duration of time to detect one or more thermal-based objects. The locations of the camera-based objects and the thermal-based objects are cross-correlated to verify detection of an occupant within the vehicle. An output indicating the detection of an occupant is generated based on the tracked camera-based objects, thermal-based objects, and cross-correlation of the respective objects with one another.
