A wireless communication device (5) used in a vehicle has multiple SIMs, and is configured to be capable of using multiple APNs in parallel. The wireless communication device includes a transmission power acquisition unit (F2), a communication request acquisition unit (F32), and a path selection unit (F33), as functions. The transmission power acquisition unit (F2) calculates a RSPw of a serving cell corresponding to each SIM 55. The RSPw is a transmission power of a reference signal in a base station. The communication request acquisition unit (F32) acquires a delay allowable amount indicating a length of delay time allowable in communication from each of in-vehicle devices (6) connected to the wireless communication device (5). The path selection unit (F33) allocates an APN which is relatively large in RSPw among the wireless communication services to an in-vehicle device (6) that is relatively small in the delay allowable amount among the in-vehicle devices.
