The present application discloses an intermeshing dual-rotor helicopter and a horizontal tail control system thereof. The horizontal tail control system includes a driving assembly, a rotating assembly and two horizontal tails. Where the two horizontal tails are capable of being rotatably supported on a fuselage through the rotating assembly, where a center shaft of the rotating assembly is parallel to length extension directions of the two horizontal tails, where the driving assembly is configured to drive the two horizontal tails to rotate around the center shaft of the rotating assembly. Compared with the horizontal tails in the background technology, which are fixed to the fuselage, horizontal tails and the fuselage are rotatably connected by the rotating assembly. Under the action of the driving assembly, the entire horizontal tail is capable of rotating by a predetermined angle relative to the fuselage to meet the requirements of different operating conditions during flight of the airplane.
