Disclosed are a method and a device for reducing the wave-making resistance and friction force during ship navigation. The device comprises a gas-liquid mixing device (1) and a control device (2) that are connected, wherein the gas-liquid mixing device (1) is provided with a water inlet (62, 721), a gas inlet (722, 811), a water outlet (63), and a gas-liquid mixing cavity arranged between the water inlet (62, 721) and the water outlet (63). Water and gas enter the gas-liquid mixing cavity via the water inlet (62, 721) and the gas inlet (722, 811) respectively, the control device (2) controls gas intake at the gas inlet (722, 811), and in this process, the water inlet (62, 721) is controlled to intermittently suspend water intake or intermittently implement low-speed water intake or implement continuous low-speed water intake, so that more gas enters the gas-liquid mixing cavity. The gas-liquid mixing device (1) can generate an air-water mixture containing a large amount of bubbles and inject the air-water mixture into water areas in front of and/or on both sides of a ship so as to reduce the water density of the water areas and improve the navigation speed of the ship and the maneuverability of the ship.
