The present disclosure provides a system for operating a fleet of vehicles, comprising: a receiving unit configured to receive a plurality of user requests for transportation of users to respective destinations; a batching decisions controller unit configured to batch the plurality of user requests based on at least one of an origin and a destination of each user to form at least one request batch; and an assignment unit configured to apply an algorithm to the at least one request batch to assign each of the user requests of the at least one request batch to a respective vehicle of the fleet of vehicles.
