A braking assembly, comprising a brake disc (21) provided below a vehicle frame (22) and a guide rail (11) provided between the vehicle frame (22) and the brake disc (21) and extending along the width direction of the vehicle frame (22); braking pincers (23) are provided on the guide rail (11) so as to be able to move along the extension direction thereof and are clamped to and adapted to the brake disc (21). The braking assembly has large-range horizontal movement capability, and may fully meet working condition demand of a railway vehicle having variable gauge during driving. Further disclosed is a railway vehicle using the braking assembly.
