The information collection terminal device (100) is mounted on a mobile body and communicates with the base station device (200) by a low power consumption wide area wireless communication (LPWA) method. The information collection terminal device includes: a data collection unit (101 to 106) that collects data; a transmitter (108) that transmits the data to the base station device; a receiver (109) that receives the information about the reservation period, which is the period for which the mobile body is scheduled to be used, from the base station device; and a short-range wireless communication unit (110) that scans the mobile terminal device using a short-range wireless communication method and held by an user who uses the mobile body, and connects to the mobile terminal device during the reservation period.
