Provided are a power transmission unit for electric bicycles and an electric bicycle with the ability to freely set the rotational state detection accuracy of an input shaft by freely setting the number of revolutions of a rotator. A transmission member (41) is provided on an outer periphery of an input shaft (35) and coupled to, and rotates along with, the input shaft (35). The output structure (31) outputs rotational power of the transmission member (41). A one-way clutch (46) is arranged between the transmission member (41) and the output structure (31) and allows rotational power to be transmitted from the transmission member (41) to the output structure (31) only when the transmission member (41) rotates in one direction with respect to the output structure (31). The rotational member is coupled to either the transmission member (41) or the input shaft (35) and rotates along with the input shaft (35). The rotator (632) rotates while interlocking with the rotational member. The detection unit (631) detects a rotational state of the rotator (632). The rotational axis of the rotator (632) is located, in a direction perpendicular to an axis of the input shaft (35), at a different position from a rotational axis of the input shaft (35).
