A method for planning sample points for surveying and mapping is disclosed in the present disclosure. The method includes: obtaining a combined photographing area corresponding to a combined photographing point set; determining, within an area to be surveyed and mapped, one or a plurality of combined photographing areas for surveying and mapping according to the combined photographing area corresponding to a combined photographing point set and information of the area to be surveyed and mapped; determining, in the combined photographing area for surveying and mapping, a plurality of photographing location points according to a preset relative position relationship between each two photographing points in the combined photographing point set; and determining the plurality of photographing location points as the sample points for surveying and mapping. An apparatus for planning sample points for surveying and mapping, a control terminal and a storage medium are also disclosed.
