In one implementation, first (M1) and second (M2) messages are received that include encoded position information for a transmitter. It is determined (206, 216) that both were received within some time of a previous message (PR) and that the second message (M2) was received within some time of the first message (M1). A first location (PI) of the transmitter is determined (218) based on the encoded position in the first message (M1) and the previously determined location (PR). A second location (P2) of the transmitter is determined (220) based on the encoded position in the second message (M2) and the previously determined location (PR). It also is determined (222) that the first (PI) and second (P2) locations are within a threshold distance. An updated second location (PT) of the transmitter is determined (224) based on the encoded position information in the second message (M2) and the first location (PI). A determination (226) is made that the second location (P2) and the updated second location (PT) are within a threshold distance.
