An apparatus includes: a timing controller that generates a gate signal; an optical transmitter that emits light to illuminate a stationary structural object; a gate image sensor that captures reflected light from the stationary structural object on an imaging plane including a plurality of pixels for an exposure time period in response to the gate signal, and converts an optical signal obtained from the reflected light, into an electric signal according to luminances of the optical signal; an imaging optical system that captures the reflected light reflected by the stationary structural object, and forms an image on the imaging plane of the gate image sensor; and an image processor that processes, as an image, the electric signal obtained from the gate image sensor, and calculates a velocity of the mobile object from a processing result, wherein at least the optical transmitter, the gate image sensor, and the imaging optical system are disposed on the mobile object, and the exposure time period is set to a value smaller than a time period obtained from a ratio between a spatial resolution of the image formed on the imaging plane and a maximum moving velocity at which the mobile object is able to move.
