The detector (410) detects physical quantities relating to an operation of a vehicle air-conditioning device (300) at a predetermined sampling frequency to generate groups of time-series data items (TDS). A volatile tracking memory (440) has a work area to which the groups of time-series data items (TDS) for a tracking period is writable. A record holding power accumulator (450) supplies, to the tracking memory (440), power used for holding in the work area the groups of time-series data items (TDS). A writer (433) sequentially overwrites the groups of time-series data (TDS) to the work area of the tracking memory (440) and stops overwriting of the groups of time-series data items (TDS) to the work area when an abnormality occurs in the vehicle air-conditioning device (300).
