A fuel tank inerting system is disclosed. The system includes a fuel tank (202) and a catalytic reactor (222). The catalytic reactor is arranged to receive a first reactant (216) from a first reactant source and to receive a second reactant from a second reactant source, and to react the first and second reactants to generate an inert gas. The system also includes an inert gas flow path from the catalytic reactor to the fuel tank. The catalytic reactor includes first, second, and third flow paths. The first flow path includes receives a first reactant and includes a reactive flow path including a catalyst. The second flow path receives a second reactant source and is in operative fluid communication with the first flow path through a first barrier between the first and second flow paths that is permeable to the second reactant. The third flow path receives a fluid coolant.
