A rotating member (70) is provided with a cylindrical part formed in a cylindrical shape having a side hole (24) on the side surface thereof and the side hole is opened between two tangent lines extending in the same direction from two positions forming a diameter on an inner wall surface of the cylindrical shape or between two lines expanded larger toward the side surface than the two tangent lines in cross sectional view orthogonal to the axial direction of the cylindrical shape. The rotating member may be made of resin. A second rotating body (75) is concentrically disposed within the first rotating body (70). Two dampers (101,102) are controlled independently.
