An illustrative example hydraulic elevator system (20) includes an elevator car (22), a hydraulic plunger (34) associated with the elevator car (22), a fluid reservoir (26) and a conduit (58) coupling the fluid reservoir (26) and the hydraulic plunger (34). A pump (30) causes fluid movement through the conduit (58) between the fluid reservoir (26) and the hydraulic plunger (34) to cause selective movement of the elevator car (22). A shutoff valve (42) is associated with the conduit (58), the shutoff valve (42) being between the pump (30) and the hydraulic plunger (34). The shutoff valve (42) has a closed position in which the shutoff valve (42) prevents fluid movement between the hydraulic plunger (34) and at least one of the reservoir (26) and the pump (30) to prevent movement of the elevator car (22). The shutoff valve (42) has an open position in which the shutoff valve (42) permits fluid movement between the pump (30) and the hydraulic plunger (34) to permit movement of the elevator car (22). A valve actuator operates based on pressure in at least the hydraulic plunger (34). The valve actuator selectively causes the shutoff valve (42) to be in the open position or the closed position.
