A flange section 13 includes: a plate-shaped section 13I; and a protruding section 13J that protrudes from the plate-shaped section 13I to one side in the axial direction X. The flange section 13 has a fitting margin in the axial direction X with respect to a fitted groove 2b in a housing 2. An end surface 13B of the flange section 13 comes into contact with a wall surface 2D that forms the fitted groove 2b in the housing 2 and is positioned at another side in the axial direction X, and in a state in which the plate-shaped section 13I has elastically deformed, the protruding section 13J comes into contact with a wall surface 2C that forms the fitted groove 2b in the housing 2 and is positioned at the one side in the axial direction.
