A shear band (300) is disclosed comprising a three dimensional spacer structure (400). The three dimensional spacer structure (400) is formed from or comprises a first and second layer of material (460, 470), each layer of material (460, 470) having first reinforcement members (462) which extend in a first and direction, and second reinforcement members (464) which extend in a second direction. The layers of material (460, 470) are connected to each other by a plurality of connecting reinforcement members (480) which extend in a third direction. The three dimensional spacer structure (400) further includes a plurality of cells (495) formed between the connecting members (480). One or more of the cells (495) are filled with a filler material. The shear band (300) may be used in a non-pneumatic tire (100).
