To provide a transmission device wherein it is possible to obtain a receivable reception electric field strength at a reception antenna even if the sea surface height changes due to waves when the transmission device is attached to an object floating on water such as a fender. To also provide a fender provided with the transmission device. [Solution] A transmission device (10) attached to a fender (1) and for transmitting information via radio waves, wherein a conductor plate (200) is disposed between the water surface and an antenna within a transmission unit (100) of the transmission device (10). As a consequence, all of the radio waves that reach a reception antenna by reflecting off the water surface, an object floating on water, or the bottom of water are reflected by the conductor plate (200). Thus, fluctuations in the reception electric field strength at the reception antenna caused by the passage of time and fluctuations in the water surface height are eliminated, and it is possible to constantly obtain a stable reception electric field strength.
