A shovel includes an upper-part turning body performing a turning operation on a lower-part turning body. An end of a boom is rotatably attached to the upper-part turning body. One end of an arm is rotatably attached to the other end of the boom. A working element is rotatably attached to the other end of the arm. An engine, a generator and an electric accumulator are mounted on the upper-part turning body. The electric accumulator includes a plurality of electric storage cells in which an electric power generated by the generator is accumulated. An equalizing circuit equipped with a discharge resistor and a switching circuit is provided to each electric storage cell. When there is a variation in the capacitance of each electric storage cell, the equalizing circuit is caused to function.
