The system has a propulsion unit (51) for delivering force along an axis (F) having a component perpendicular to an orbit. A motorized mechanism (52) comprises a motorized link for allowing a rotation about second axis perpendicular both to a third axis and the first axis. The mechanism displaces the propulsion unit along the third axis parallel to the velocity of a satellite, and to orient the propulsion unit to control a component of the force along the third axis, an amplitude and direction of couple in a plane perpendicular to the first axis for controlling an angular momentum.
