A vehicle control device 302 includes: a road surface brightness detection section 500 that receives image data obtained by capturing a scene ahead of a vehicle from a camera to detect the brightness of a road surface on the basis of the image data; a radiation light amount control section 510 that outputs to a vehicular lamp a control signal for adjusting the radiation light amount such that the brightness of the road surface falls within a predetermined target brightness range; a road surface state detection section 502 that detects the state of the road surface on the basis of the image data; and a brightness range setting section 508 that sets the target brightness range in accordance with the state of the road surface.
