The method has the beneficial effects that behaviors of traffic participants are identified by using monitoring videos, the proportion of a rider wearing a raincoat to a pedestrian holding an umbrella is calculated, and a correlation with rainfall intensity data of a meteorological station is constructed, so that distributed monitoring of the urban rainfall level is realized, and the urban rainfall level is monitored. The method provides a novel and effective solution for urban precipitation level distributed monitoring.
