The invention provides an ocean observation and monitoring system based on a deep-sea underwater bottom-supported platform, and belongs to the technical field of ocean observation and monitoring. Comprising a plurality of deep-sea platforms which are fixedly arranged at a certain depth below the water surface and used for generating power under the action of ocean current, locally storing electric energy and carrying out deep-sea monitoring in an adjacent range to obtain deep-sea environment information; the plurality of cross-medium aircrafts are used for receiving the deep sea environment information sent by the deep sea platforms, performing joint detection in underwater areas near the plurality of deep sea platforms, or performing joint detection in water surface low-altitude areas, and sending the obtained deep sea environment information or joint detection results outwards; the plurality of high-altitude airships are arranged at high-altitude positions of the sea area and are used for communicating with the plurality of cross-medium aircrafts and receiving deep sea environment information or joint detection results; and the near-earth satellite is used for communicating with the plurality of high-altitude airships, receiving the deep sea environment information or the joint detection result forwarded by the plurality of high-altitude airships, and realizing background synchronization and remote storage.

    本发明提出了基于深海水下坐底式平台的海洋观测监控系统,属于海洋观测监控技术领域;包括若干深海平台,固定设置在水面下一定深度,用于在海流作用下进行发电并本地存储电能,并进行近邻范围的深海监测,获得深海环境信息;若干跨介质飞行器,用于接收深海平台发送的深海环境信息,在若干深海平台附近的水下区域进行联合探测,或者在水面低空区域进行联合探测,将得到的深海环境信息或者联合探测结果向外发送;若干高空飞艇,布设在海域的高空位置,用于与若干跨介质飞行器进行通信,接收深海环境信息或者联合探测结果;近地卫星,用于与若干高空飞艇进行通信,接收若干高空飞艇转发的深海环境信息或者联合探测结果,实现后台同步和远程存储。
