The method comprises the following steps: determining a speed-limiting lifting point corresponding to a split-phase region in front of the heavy-load locomotive during operation; calculating the strictest target position and the strictest speed limit value in front of the speed limit lifting point; according to the strictest target position and the strictest speed limit value, the relative position relation between the split-phase area and the deceleration area and the relative position relation between the split-phase area and the constant-speed area are determined; on the basis of the relative position relation, the locomotive speed of the heavy-load locomotive after the heavy-load locomotive runs out of the phase-splitting area under the condition that air braking is not triggered in the phase-splitting area is determined; determining the latest speed limit value of the speed limit lifting point according to the speed of the locomotive and the gradient and length of the split-phase region; and according to the latest speed limit value of the speed limit lifting point, the latest speed limit value of the heavy-load locomotive at the current position is determined, and the original speed limit curve is optimized according to the latest speed limit value of the current position. According to the scheme, air braking can be prevented from being triggered when the heavy-load locomotive passes through the neutral section.
