According to the invention, the road information in the region is predicted and calculated through the pre-trained congestion prediction model, and the road congestion result of whether the road in the current region is congested within a period of time is obtained. Therefore, the command center can realize congestion prediction at intersections with high traffic flow or intersections with crowded vehicles caused by accidental accidents in a non-fixed time period, so that the vehicle passing efficiency of urban roads in each region is improved.
