The method comprises the following steps: monitoring a current environment temperature in real time to switch an energy management mode of a fuel cell system; obtaining the required power of the whole vehicle and the SOC value of the power battery, and controlling the fuel cell system to output power through a preset fuzzy rule; and controlling the fuel cell system to charge the power cell according to the energy management mode and the SOC value so as to stably provide power for the fuel cell vehicle.
