The invention relates to the field of marine emergency devices, in particular to a marine emergency device retracting and releasing device which comprises a stabilizing mechanism used for improving the stability of the whole device. The hanging mechanism is used for lifting and anti-shaking treatment of the hook; the switching mechanism is used for carrying out switching treatment on electric operation and manual operation; the hanging mechanism and the changing and adjusting mechanism are symmetrically installed on the two sides of the stabilizing mechanism respectively. Wherein the stabilizing mechanism comprises a telescopic stand column, the outer side of the telescopic stand column is fixedly connected with a driving device and an electric control box, according to the retracting and releasing device of the emergency device for the ship, through a reinforcing plate with repulsive force between two magnetic blocks, the top of the reinforcing plate can move downwards along an L-shaped groove, and the bottom of the reinforcing plate can move outwards along a straight groove; and the straight grooves, the reinforcing plates and the telescopic stand columns form an isosceles triangle in a surrounding mode, so that the effects of reinforcing the whole device and strengthening the stability performance are achieved.
