The invention provides an offshore floating normal-pressure hydrogen storage photovoltaic power generation method, which adopts a normal-pressure hydrogen bag to store hydrogen, and the normal-pressure hydrogen bag is arranged below a photovoltaic cell panel or on an idle sea surface beside the photovoltaic cell panel; the hydrogen preparation device is communicated with the normal-pressure hydrogen bag and the hydrogen fuel power generation device through a hydrogen pipeline, photovoltaic electric energy is gathered through a photovoltaic wire, and then the electric energy is converted into hydrogen for normal-pressure storage. According to the invention, the continuity and stability of power supply can be ensured, and a new low-cost technical path can be provided for replacing thermal power by photovoltaic power generation.
