The invention relates to the technical field of ocean engineering, in particular to an engineering construction portal frame which comprises two supports, a lifting seat is arranged between the two supports, a sliding plate is arranged above the lifting seat, the two ends of the sliding plate penetrate through the two supports respectively, two guide plates penetrate through the sliding plate, and the bottom ends of the guide plates are fixedly connected with the lifting seat. The top ends of the two supports are connected through a lifting mechanism, the lifting mechanism is used for driving the lifting base to ascend and descend in the vertical direction relative to the sliding plate, sliding rail supporting units are installed at the bottom ends of the supports, a plurality of lifting plates are arranged below the lifting base, the lifting base is provided with position adjusting assemblies matched with the lifting plates, and inserting rods are fixedly connected to the bottoms of the lifting plates. A plurality of containing grooves are formed in the inserting rod, supporting plates are arranged in the containing grooves, and the inserting rod is provided with a rotary adjusting structure matched with the multiple supporting plates; and the cable well lid can be conveniently hoisted according to actual requirements, and accurate resetting of the cable well lid is completed.
