The invention relates to a cold energy utilization system and method based on an LNG refrigerator car, the system comprises a refrigeration main circulation loop, the refrigeration main circulation loop comprises a cooling heat exchanger, a fan coil, a buffer tank and a refrigeration circulation pump, and an outlet of the buffer tank communicates with an inlet of the refrigeration circulation pump through a pipeline; an outlet of the refrigeration circulating pump is communicated with an inlet of the heat release side of the cooling heat exchanger through a pipeline, an outlet of the heat release side of the cooling heat exchanger is communicated with an inlet of the fan coil through a pipeline, an outlet of the fan coil is communicated with an inlet of the buffer tank through a pipeline, and therefore the refrigeration main circulation loop is formed. Wherein an outlet of the LNG storage tank is communicated with an inlet of the heat removal side of the cooling heat exchanger through a pipeline, an outlet of the heat removal side of the cooling heat exchanger is communicated with an inlet of the heat removal side of the LNG heat exchanger through a pipeline, and an outlet of the heat removal side of the LNG heat exchanger is communicated with a gas inlet of the gas engine through a pipeline.
