One end of the first vacuum pipe is connected to the mechanical vacuum pump, the other end of the first vacuum pipe is used for being connected with a vacuum booster, and a first one-way valve for preventing gas from flowing back to the vacuum booster is arranged on the first vacuum pipe; and the vacuum pump opening and closing device is configured to enable a vehicle axle to serve as a power source to be connected with the mechanical vacuum pump when the vacuum degree of the brake vacuum tank is lower than a preset value so as to drive the mechanical vacuum pump to exhaust air from the vacuum booster. The mechanical vacuum pump is driven by mechanical kinetic energy of the vehicle axle to exhaust air from the vacuum booster, extra braking capacity is provided for the vehicle, an original electric vacuum pump is assisted to provide braking capacity for the vehicle, and the problem that in the prior art, a new energy commercial vehicle is only provided with one set of electric vacuum pump, and potential safety hazards exist under the emergency condition is solved.
