The buffer achieves vibration reduction on high-frequency vibration, so that the low-pass filtering effect on an original blade type vibration damper is achieved, a vibration reduction valve of the original blade type vibration damper effectively reduces vibration in a low-frequency area, but the effect of the vibration reduction valve is restrained in a high-frequency area, and therefore the situation that the vibration reduction valve consumes energy and deteriorates vibration in the high-frequency vibration area is avoided.
